Yes, its bit modified fvwm2. All modifications have been done towards
Windows '95 appearance. fvwm2 usually name taskbar as only improvement,
but there is also one new focusing mode, fvwm menus stay active bit longer
and there are those four buttons on each window title.

Considering debian, situation is currently such that someone is creating
package about it, but it hasn't yet reached unstable level (or just
haven't been mirrored to the sites that I check). However it seems to be
reasonably easy to compile, if you don't mind doing some minor work for
it.
