Just for reference, I had to change the fstab to have
"usrquota,grpquota,quota" in it for the fs.  After that, edquota gave a nice
block like this:

Quotas for user someone:
/dev/hda2: blocks in use: 78554, limits (soft = 0, hard = 0)
	inodes in use: 3657, limits (soft = 0, hard = 0)


When I edit the numbers, and quit, it works.
