I too am using 7.48-1.  Don't know why our /etc/localtime files should be 
different.  But, in the tzconfig script, line 3 reads "RULE=posix" and 
the final line reads:

rm -f /etc/localtime ; ln -s /usr/lib/zoneinfo/$RULE/$name /etc/localtime
