Dunno about fvwm, but one program that uses cpp for sure is xrdb(1),
you can try to use the "-cpp pathname" option to tell it where to look
for cpp. (or -nocpp).

.xsession is ran by xdm (see xdm(1)).  If you use startx then the file
to edit seems to be .xinitrc (see startx(1)).
