Another possibility is the existence of 
	/var/yp/Makefile
If this file exists, sendmail thinks that you are running NIS and
tries to rebuild the NIS aliases - and hangs if you don't run NIS. I
observed the same problem with the versions of the Debian networking
software which included the NIS software. Upgrading to the latest
networking software solves the problem, or simply rename the file to
something like
	/var/yp/Makefile.OFF
if you don't want to upgrade.
