This is usually caused by inappropriate Modem initialization strings, 
using the wrong port,...

Try mgetty with the -x 5 option for extensive debugging and watch the 
logfile /var/log/mgetty/mg_<ttyname>.log. If you can't locate the error 
this way mail me the results.
