OK. I'll start on this, but don't expect anything for a few days.
Please note that the first version or two will still be repackaged
versions of H.J. Lu's precompiled binaries.
Also, I'm only doing this right now to keep the switch to ELF moving
along. I do not want to be the permanent libc5 maintainer.

Right. Does anyone object to libc5 and libc5-dev as package names?
