The base system now has its own package, although installing it with anything
except the very latest version of dpkg would wipe out your password and group
files! I don't think the termcap file is much changed.

When your system was built, there was no meaningful base version stored 
anywhere.

I think this complaint only happens when ncurses falls back on termcap because
it can't find /etc/terminfo . Please make sure that the symbolic link from
/etc/terminfo to /usr/lib/terminfo exists, and that the files are under
/usr/lib/terminfo .

I agree it's silly for ncurses to critique your termcap file.
