The correct name is texpsfnt and it is not required but recommended.
The package should configure correctly. Are you sure you have a current
version (revision 3) of dvips?

There is ps2pk. The only difference is that it will not need ghostscript
but can only render type1 fonts. Since the only fonts it cannot render
are the ghostscript-supplied .gsf fonts the omission imho is not that
grave. ps2pk is smaller and faster that gsftopk and ghostscript and a
while ago only ps2pk but not ghostscript did use the hints in type1 fonts.
But because of user demand and as small systems become less important,
I'll probably make a gsftopk version in the future.
