where is TERM set?

When I originally installed debina 0.93R5 in early August the environment
variable TERM was set to "linux".  Today I compiled the lastest kernel
from source-1.2.13-0.deb.  Now TERM is set to "dumb". 

How did this happen?  Which is "correct"?  How do I get it set to "linux" 
so that my .login knows when I logging in from the console?
