    I think the problem is that the version of `ispell.el' included in
emacs-19.28 (c. 2.30) does not work with ispell-3.1.18 and the version
of `ispell.el' that does work with ispell-3.1.18 (2.35) does not make it from
ispell-3.1.18-1.tar.gz into ispell-3.1.18-2.deb.

   Thus emacs-19.28 users who install ispell-3.1.18-1.deb are left
without a dysfunctional Ispell.
