Como se puede ver en la salida que el OP mostró todos están instalados y el comando como el lo emitió sirve para ver lo que está en los repositorio, como tu bien lo indicas y en qué estátus se encuentran en el sistema en ese momento.​

Eso no te dice qué tienes instalado, sino qué tienes disponible en los
repositorios.

dpkg -l te puede ayudar con lo que quieres. Hay otras formas.
