192.168.1.138 es tu ip local, así que a menos que tengas un apache o
similares no va a contestar
y 192.168.1.20 /debería/ responder... a menos que le hayas(o alguien mas
le haya) pedido que no lo haga, por ejemplo diciendo que solo conteste a
ip especificas, o le apagaron la configuración via web o algo por el
estilo.
No decis que router es, pero si no es una computadora 'normal' la que
está ruteando, deberías ver en el manual que se hace en esos casos.
También siempre se puede buscar en google
