Hola Tocayo JCarlos,gracias por responder.
Cuando quiero ejecutar los comandos que tu me dices,me da error.

root@1[carlos]# rcsquid start
bash: rcsquid: command not found

Aqui te adjunto mi squid.conf para que veas lo sencillo que lo creo Mandrake 
de forma automatica y es el que me funciona bien con el mismo Mandrake.
No tiene demasiados ALC configurados creo.
