Compilar paquetes con directorio debian/

Que tal lista, he visto que varios paquetes de codigo fuente traen un
directorio llamado debian/ y segun es para crear el .deb a partir del
fuente. Como se compila?  Y si quiere compilarlo con alguna
caracteristica X, o Y? Gracias por la ayuda.
