Ejecuta (como root) dpkg-reconfigure locales y selecciona: [*] es_ES ISO-8859-1 o el que te haga falta. A mí me funcionó. Si dices que te acabas de actualizar a woody, otro problemilla asociado suele ser el del teclado.
