Pues yo lo uso sin ese problema.
$ dpkg -l bitchx|er ^i
ii bitchx 1.0-0c16-2 Advanced Internet Relay Chat client
¿Tienes definida la variable LANG?
$ er '^LANG' /etc/profile
LANG=es_ES.ISO-8859-1
¿Y el `/etc/inputrc'?
# /etc/inputrc - global inputrc for libreadline

# Be 8 bit clean.
set input-meta on
set output-meta on

Yo suelo utilizar BitchX deste un terminal Rxvt.
