Coloque essas configurações e teste novamente:

/etc/default/tftpd-hpa
    RUN_DAEMON="yes"
    OPTIONS="-l -s /var/lib/tftpboot"

/etc/exports
    /opt/ltsp    *(ro,no_root_squash,async,no_subtree_check)

/etc/dhpc3/dhcpd.conf
    option root-path             "/opt/ltsp/i386";
    filename "/ltsp/i386/pxelinux.0";
    filename "/ltsp/i386/nbi.img";

Esse problema pode ser causado pela configuração do 
dhcpd.conf em:
option root-path             "/opt/ltsp/i386";

Deixe como está acima e reinicie os serviços.
