O relógio na BIOS está correto, quando executo o tzselect tenho o seguinte:

The following information has been given:

        Brazil
        S & SE Brazil (GO, DF, MG, ES, RJ, SP, PR, SC, RS)

Therefore TZ='America/Sao_Paulo' will be used.
Local time is now:      Sun May 20 12:11:07 BRT 2007.
Universal Time is now:  Sun May 20 15:11:07 UTC 2007.

Deve estar faltando algum detalhe ainda

Alterei conforme você disse, reiniciei e nada de diferente.

Mas alguma dica?

Tente editar o /etc/default/rcS:
UTC=no
