Não sei o que pode ser, mas se você não está conseguindo nada com o 
dpkg-reconfigure pode ser porque você alterou manualmente (ou com outro 
programa) o XF86Config-4. Leia o começo (comentado) daquele arquivo:

$ head -18 /etc/X11/XF86Config-4
# XF86Config-4 (XFree86 X Window System server configuration file)
#
# This file was generated by dexconf, the Debian X Configuration tool, using
# values from the debconf database.

Se o problema não era esse, ou se isso era óbvio para você, entenda que a 
intenção era boa. E boa sorte!
