nao consigo compilar a RLIB 1.1.4

Pessoal,

   Estou tentando compilar a biblioteca RLIB 1.1.4 e me retorna o seguinte
erro:

acs:/var/www/rlib/rlib-1.1.4# ./configure
...

só que a libxml2 está instalada:

acs:/var/www/rlib/rlib-1.1.4# apt-get install libxml2

e o pkg-config também:

Como eu faço para ajustar a variavel de ambiente PKG_CONFIG_PATH e conseguir
compilar a RLIB ?
