Não apareceu, eu to com meu /etc/environment assim:
LANG=pt_BR
LANGUAGE=pt_BR
LC_ALL=pt_BR
LC_CTYPE=pt_BR
Ao dar o dpkg-reconfigure locales apareceu isso:
