Eu mesmo respondo
 

 
apt-get install tftpd
 

 
Crie o diretorio /tftpboot
 

 
Edite o arquivo /etc/inetd.conf
 

 
A linha para o tftpd deve ficar assim:
 

 
tftpd  dgram  udp   wait  root    /usr/sbin/in.tftpd   -s   /tftpboot
 

 
Depois reinicialize o servico inetd
 

 
/etc/init.d/inetd restart
 

 
Depois crie um arquivo com o mesmo nome do qual se quer copiar (do roteador 
-> maquina)
 

 
Exemplo
 

 
cd /tftpboot
 
touch c2600-mz.bin
 
chmod a=rw *
 

 
Entre no roteador e digite os comandos de copia para o seu micro
