Verifique o arquivo /etc/locale.gen

Ex:

[root@xxx /etc]:# cat /etc/locale.gen

pt_BR ISO-8859-1

depois execute o comando locale-gen:

[root@xxx /etc]:# locale-gen
Generating locales...
  pt_BR.ISO-8859-1... done
  en_US.ISO-8859-1... done
Generation complete.

e agora tente dar os exports, ou somente o LC_ALL

Setei as variaveis de meu ambiente para portugues e passou a aprecer
esta mensagem apos cada coisa que faco no micro:
