Aparente já existe tal programa empacatado na seção non-free/utils.

Zoo is used to create and maintain collections of files in compressed

Se for esse mesmo altere seu sources.list para incluir o non-free (vai ter uma linha com algo assim: deb http://ftp.br.debian.org/debian stable main contrib non-free), apt-get update e enfim apt-get install zoo.
