NetworkManager erfordert vorherigen Restart von wpa_supplicant

Hi,

ich habe für jemand anderen ein aktuelles 12.6 auf einem Dell Precision
7750 installiert.  Leider stellt sich reproduzierbar heraus, dass man
erst ein

   systemctl restart wpa_supplicant
   systemctl restart NetworkManager

machen muss, bevor der NetzwerkManager das WLAN konfigurieren kann.
Andernfalls sagt

# systemctl status wpa_supplicant
   ...
   wpa_supplicant[931]: nl80211: kernel reports: Match alreade configured
   wpa_supplicant[931]: ctrl_iface exists and seems to be in use - cannot override it
   wpa_supplicant[931]: Delete '/run/wpa_supplicant/wlo1' manually if it is not used anymore
   wpa_supplicant[931]: Failed to initialize control interface 'DIR=/run/wpa_supplicant GROUP=netdev'
                        You may have another wpa_supplicant process already running or the file was
                        left by an unclean termination of wpa_supplicant in which case you will need
                        to manually remove this file before starting wpa_supplicant again

Besagte Datei /run/wpa_supplicant/wlo1 existiert in der Tat nach dem
Starten wenn ich `systemctl status wpa_supplicant` aufrufe.  Ob ich die
Datei lösche oder nicht, ändert nichts.  Nach

   systemctl restart wpa_supplicant

ist alles wieder gut und danach kann ich

   systemctl restart NetworkManager

aufrufen.  Wenn ich das nicht mache, erhält der Nutzer vom
Networkmanager App Icon (unter xfce4, falls das eine relevante
Information ist),  dass das Gerät `wlo1` nicht verwaltet wird.

Wie kann ich den Laptop überzeugen, wpa_supplicant sofort korrekt
zu starten?
