Ist es vieleicht einfach das hier (MKE2FS(8)):

lazy_itable_init[= <0 to disable, 1 to enable>]
       If enabled and the uninit_bg feature is enabled, the
       inode table will not be fully initialized by mke2fs.
       This speeds up filesystem initialization noticeably,
       but  it  requires  the kernel to finish initializing
       the filesystem in the background when the filesystem
       is  first  mounted.  If the option value is omitted,
       it defaults to 1 to enable lazy inode table zeroing.

Jedenfalls hab ich vor ein paar Jahren im wesentlichen die gleiche Frage
gestellt und das war die Lösung.  Ein entsprechender Prozess sollte dann
zu finden sein, irgendwas mit "journal" im Namen oder so.  Bei ner
externen HD hatte ich das daß die Platte über eine Stunde lang im
5-Sekunden-Rhythmus immer auf wieder kurz angelaufen ist - nicht sehr
sinnvoll...  Aber es ist der default für ext4.

Man kann die Option abstellen falls es einen irritiert - in
/etc/mke2fs.conf glaub ich.
