Auf meinem Server liefert apt auch kein Changelog:

Via tracker.debian.org gibt es das dann aber doch:

https://tracker.debian.org/apache2

und dann das entsprechene Symbol bei der entsprechenden Version bei " 
versioned links". Das gibt dann folgenden Link:

changelog-2.4.10-10%2Bdeb8u8
