Backports sind in erster Linie mal neuere Versionen von Software die in
stable nur in älteren Versionen vorhanden ist. Dazu werden Pakete aus
testing (überwiegend, s.u.) neu kompiliert, so daß sie in stable lauffähig
sind und mit den dortigen Bibliotheken funktionieren.

Natürlich sind in den neueren Paketen auch oft Bugs behoben, aber das
ist nicht das Hauptaugenmerk, sondern eher neue Features einer Software.
Mit Paketen aus bpo hat man halt ein kleines Mischsystem zwischen
stable und testing.
Und für sicherheitskritische Bugs ist immer noch Security zuständig.
