Ich habe dafür mal folgendes benutzt (die Wildcards müssen noch
angepasst werden):
mencoder 'mf://*.jpg.*' -mf type=jpg:fps=12 -ovc copy -oac copy -o output.avi
oder
ffmpeg -i "image.jpg.%02d.jpg" output.mpg
