Hinweis: mii-tool.

Eventuell mal versuchen, die Modi von Hand auf andere einstellen. Ich
hatte schon eine 100MBit-Karte, die mit half-dupplex und 10MBit schneller
war als mit 100MBit full-duplex. (Die 10-HD entsprachen der erwarteten
Geschwindigkeit.)

Schau auch mal, ob es Probleme gibt:
$ ip -s link eth0 # siehe errors
$ ifconfig eth0 # siehe collisions

Womit hast du eigentlich die Geschwindigkeiten gemessen? Schau mal, ob
andere Programme vielleicht andere Werte liefern:
$ search network throughput
dstat - versatile resource statistics tool
ethstats - script that quickly measures network device throughput.
hardware-monitor - Monitor applet for the Gnome panel
iptotal - monitor for IP traffic, not requiring SNMP
netpipe-lam - A network performance tool using LAM MPI
netpipe-mpich - A network performance tool using MPICH MPI
netpipe-pvm - A network performance tool using PVM
netpipe-tcp - A network performance tool using the TCP protocol
