Wobei hier ja ISO-8859-11, ISO-8859-12, ... ISO-8859-19 auch mit
dabei sind. Also schreib mal sowas in der Art:
'ISO-8859-1([^0-9]|$)' - falls die Regex-Maschine von procmail damit
klarkommt.

Bitte 'US-ASCII'.
Außerdem kann es sein, daß der Charset in '"' steht.
Als weitere Näherung schlage ich daher mal das hier vor:
^Content-Type:.*charset="?(ISO-8859-1([^0-9]|$)|US-ASCII)
