irgendwie bekomme ich das Paket locales nicht unter woody installiert.
locales verlangt bei der Installation glibc.
Installiert ist aber die libc6.

hier die genaue Ausgabe von apt-get install locales
Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
or been moved out of Incoming.

Since you only requested a single operation it is extremely likely that
the package is simply not installable and a bug report against
that package should be filed.
The following information may help to resolve the situation:

Sorry, but the following packages have unmet dependencies:
  locales: Depends: glibc-2.2.5-11.5>

Ähhh....
~$ apt-cache show libc6|grep Provides
Provides: glibc-2.2.5-11.5

Bei mir:
Provides: glibc-2.3.2.ds1-12
Provides: glibc-2.2.5-11.5

Weil Du zwei Versionen "verfügbar" hast.

Das sollte kein Problem sein.
Könntest du eine genaue Fehlermeldung posten, inklusive der Ausgabe von
»apt-cache policy locales libc6«.

locales:
  Installed: (none)
  Candidate: 2.2.5-11.5
  Version Table:
     2.2.5-11.5 0
        500 ftp://ftp.uni-erlangen.de stable/main Packages
libc6:
  Installed: 2.3.2.ds1-12
  Candidate: 2.3.2.ds1-12
  Version Table:
 *** 2.3.2.ds1-12 0

     2.2.5-11.5 0
        500 ftp://ftp.uni-erlangen.de stable/main Packages
Besser ich tue das nicht...

Was sagt denn:
apt-get install libc6=2.2.5-11.5 locales
?
