Hast du

9999           stream  tcp     nowait.400      aptproxy /usr/sbin/tcpd /usr/sbin/apt-proxy -l /var/log/apt-proxy.log

in deiner inetd.conf und sind hosts.allow und hosts.deny passend?

Das greift nur für Port 80, nicht aber für Port 9999.

Geht es, wenn du bei obiger Zeile einmal testweise das /usr/sbbin/tcpd
wegnimmst?
