Je pensais avoir résolu le problème en chargeant authn_file mais il faut 
également charger "authz_user"

# a2enmod authz_user
Module authz_user installed; run /etc/init.d/apache2 force-reload to enable.
[root]:/etc/apache2 # /etc/init.d/apache2 force-reload
Forcing reload of web server  (apache2)....

Et c'est bon.
