Non. NTP n'utilise pas TCP, à ma connaissance la fonction de 
marquage de temps  (timestamp) d'arrivee des trames ne 
fonctionne pas pour des connections TCP. Il se trouve qu'elle 
est un tant soi peu critique pour NTP :-)

La doc de NTP confirme:

Note that NTP does not use TCP in any form.

et 

NTP is specifically designed to use UDP and does not 
respond to TCP.

P.S: J'ai écrit mes propres pilotes d'horloge de
référence NTP (très facile).
