Auf welches Terminal beziehst Du Dich? Mit x11:
$ gnuplot
G N U P L O T
Linux version 3.5 (pre 3.6)
patchlevel beta 340
last modified Tue Nov 25 22:57:44 GMT 1997
Terminal type set to 'x11'
gnuplot> set title "Ärger mit Übeln äöüߧ$%"
gnuplot> set xlabel "äöüß"
gnuplot> plot sin(x)
Sieht aus wie erwartet...

Wieso? Mit pine_3.96L-2 unter bo:
---begin-.pinerc:---------------------------------
# Reflects capabilities of the display you have. Default: US-ASCII.
# Typical alternatives include ISO-8859-x, (x is a number between 1 and 9).
character-set=ISO-8859-1
---end---.pinerc----------------------------------
Also bei mir erscheinen: äöüßÄÖܧ°^ auch als solche ;-)
