ftpd wants pwd_mkdb + apologies

I apologize:  I originally sent this mail while logged in as root; reply
mail to root@bankoe.com will not be deliverable.

	   ~ftp/etc  Make this directory owned by ``root'' and unwritable by
		     anyone (mode 511).	The files pwd.db (see pwd_mkdb(8))
		     and group(5) must be present [...]

pwd_mkdb is not installed on my machine.  Any idea which package contains it?
Is there another common utility for creating the .db file that ftpd wants?
