I refuse to refuse on the principle that I am not going to spend $40 worth
of time to get something done that would have cost me only $20.

As an aside, did you know that the GPL can be used to PREVENT the
distribution of software?  I have used it for this purpose.  Suppose you
have some software that someone wishes to use to provide a service. They
demand source but assure you that they are never going to sell it. You can
give it to them under GPL which basicly makes sure they never give the
binary to anyone because they would be forced to provide the source and
THEY would not want to give up the source code.

The GPL does not require you to release source, it only requires you to
provide source when you provide a binary. If you never provide a binary,
you never provide source. I have stuff under GPL just to make sure that
the source is never released, or if it is, the person releasing the code
looses control of it. GPL is a nice "poison-pill".
