I just did an installation of potato 2.2r2 from CD and had no problem
getting the SVGA server to install.  

1.  Run 'apt-cdrom add' to get the CD package lists.
2.  Run 'apt-get install xserver-svga.

If this doesn't work, try mounting the CD and installing the server
with dpkg.  The files you need are on CD #1:

debian/dists/potato/main/binary-i386/x11/xserver-common_3.3.6-11potato15.deb
debian/dists/potato/main/binary-i386/x11/xserver-svga_3.3.6-11potato15.deb

If it still doesn't install, I suspect you may have a faulty CD.  In
that case you can hopefully install over an internet connection.
