Hi, Cris.
I'm not sure about which requirements xmps has, but, factually gnome-config is part of the gnome-libs packages, for compiling GNOME-based software You should ensure having most of the *-dev packages from that series installed to Your box (especially libgnome-dev), according to the requirements of the software You want to build. :))
