finally, multilib-install patch explained
I figured out what the problem was.
We can gain a lot of simplicity in the rules file by either using the
included install-sh (tested) or perhaps "install -D" which autocreates
needed directory components; just setting INSTALL="install -p -m 644"
did not do that, which caused make install to gag frequently.
