This problem prevents the ibus-table package, where tex-common is
indirectly in Build-Depends, from building in unstable.

I haven't been able to reproduce the failure locally, and ibus-table
builds successfully in Ubuntu:

I'm aware of the case where fmtutil failed under a broken locale, but
that does reasonably not apply when building for unstable.
debian/postinst includes this line:
FMTUTIL="fmtutil --sys --strict
--no-error-if-no-engine=luajittex,mfluajit,luajithbtex"
One thought is to replace "--strict" with "--no-strict" as a workaround
while awaiting a proper fix. That idea is untested, though.
