Bug#1041508: tex-common: fmutil fails to rebuild formats

Hello,

following testing I noticed the effect doing the routine tex updates.

The file/tmp/fmtutil.mihI6SqL ends with

fmtutil [INFO]: /var/lib/texmf/web2c/pdftex/mltex.fmt installed.
fmtutil [ERROR]: no (or empty) hitex.fmt made by: hitex -ini   -jobname=hitex -progname=hitex -etex -ltx
hitex.ini </dev/null
fmtutil [INFO]: disabled formats: 1
fmtutil [INFO]: successfully rebuilt formats: 30
fmtutil [INFO]: failed to build: 1 (hitex/hitex)
fmtutil [INFO]: total formats: 32
fmtutil [INFO]: exiting with status 1
