Bug#1039043: update-info-dir does not honor system locale

Because update-info-dir unsets (and unexports) LANGUAGE and LANG settings and only sets a shell variable by importing /etc/default/locale, locale is not set. There's two major things that seem to be an issue


1. export them.

2. also handle LC_ALL (and other LC_ variables)  which tends to overrride LANGUAGE/LANG variables.
