I upgraded texlive-binaries (and other related packages) from
2018.20181218.49446-1 to 2018.20181218.49446-1+deb10u1 on a Debian
Buster. Since then, I cannot use lualatex because of an error.

When texlive-luatex is not installed luaotfload complains, but compiling does not fail.

Some remarks:
- it works as expected with version 2018.20181218.49446-1 (tested by removing
   buster/updates from sources.list)

Confirmed.

- I didn't test with Debian stable / testing / unstable

Works fine for stable and testing, so only oldstable (the upcoming oldoldstable) is affected.

@Salvatore: I'll try to forward that issue to upstream. Will there be further point released for buster?
