Bug#962419: /usr/local/share/texmf owned by group staff even if /etc/staff-group-for-usr-local not present

Policy is indeed silent on this. In practice packages seem to set the
staff ownership/permission at configure time when /etc/staff-group-for-
usr-local is present (but do nothing if it is not, which means that
migrating to the new default has to be done manually).

See for example /var/lib/dpkg/info/base-files.postinst.
