"missing" file

Having installed :

texlive/testing,testing,now 2019.20200302-1 all [installed]
texlive-lang-european/testing,testing,now 2019.20200302-1 all [installed]
texlive-lang-french/testing,testing,now 2019.20200302-1 all [installed]
texlive-luatex/testing,testing,now 2019.20200302-1 all [installed]

and trying :

lualatex ttt.tex

I got :

LaTeX Error: File `makecmds.sty' not found

This is not true as some makecmds.sty exists in :

/usr/share/doc/texlive-doc/latex/epslatex-fr/makecmds.sty

I suppose it is a bullseye poblem, this is why I ask help here...
