Bug#972167: texlive-lang: changed the pdftexconfig.tex file to /var/lib/texmf/tex/generic/tex-ini-files/pdftexconfig.tex, breaking paper size config

it took quite some time, but sometimes real life interfers.

I have added code to texlive-base.postinst so that the file is either
moved to the new location (if nothing is there in the new location), or
simply removed. That should fix the discrepancy.
Concerning the context problem - this is something different, and
surprises me - it seems that this is a very old system that has been
upgraded. Let us track that in a different bug, towards context package.
