the offending file is not contained in
texlive-latex-recommended-doc in version 2019.20190930-1 anymore, but as
you can see it's being unpacked in the wrong order. i'm not sure what
versioned breaks/depends/.. is needed to make this work, but manually
installing texlive-latex-recommended-doc in the newer version first and
then running apt upgrade again fixed the issue here.
